Nearly a quarter of the nation’s homeless population lives in California. In the city centers, tent encampments have become their own neighborhoods, testing the patience of new residents who have spent small fortunes on condos and townhouses. “There are many people who do not want any new homeless shelters, but they want the homeless to go somewhere else,” said one advocate.
